Why Is My Water Bill So High?
A water bill that suddenly jumps usually comes down to one of two things: water is leaking somewhere, or your household used more than it normally does. Seasonal lawn watering, guests and extra laundry explain a lot of spikes. A running toilet or a hidden pipe leak explains most of the rest.
There's a third cause that most high-bill checklists skip. Some home water treatment equipment sends water down the drain as part of its normal job, and when it's set up poorly or a valve sticks, it can do that far more often than it should. Your meter counts every one of those gallons.
The good news is that you don't have to guess. Your water meter can tell you whether water is moving when nobody's using it, and a few simple checks will narrow down where it's going. Here's the order we'd work through it.
Start With the Bill, Not the Dollar Amount
Before you go hunting for leaks, make sure the jump is real water use and not a billing change. Look at these on your current and previous bills:
- Usage, not cost. Find the gallons or cubic feet you used. Rates go up, and a higher total doesn't always mean more water. If your utility bills in hundred cubic feet (often shown as CCF), one unit is about 748 gallons.
- The same month last year. Outdoor watering pushes summer use up in a lot of homes, so compare like with like.
- The billing period. A cycle that ran several days longer than usual will show more use.
- Actual or estimated read. Some bills are based on an estimate. If yours says estimated, the next actual read can "catch up" and look like a spike.
For a sense of scale, the U.S. Environmental Protection Agency's WaterSense program suggests looking at your water use during a colder month, such as January or February, when there's little outdoor watering. If a family of four exceeds 12,000 gallons per month then, there could be serious leaks. A summer bill can run higher than that without anything being wrong. If your usage really did climb and nothing about your household changed, it's time to check the meter.
Run the Two-Hour Meter Test
This is the single most useful thing you can do, and it costs nothing. EPA's instructions are simple: check your water meter before and after a two-hour period when no water is being used. If the meter changes at all, you probably have a leak.
- Find your meter. It's usually in a box near the street or sidewalk, or in a basement or utility room where the main line enters the house.
- Make sure nothing is using water. That means no dishwasher or washing machine running, no ice maker filling, no irrigation cycle scheduled and nobody showering.
- Write down the reading, or snap a photo of the dial. Most meters also have a low-flow indicator, a small dial that spins even when only a trickle is passing through.
- Wait two hours and read it again.
If the reading moved, water is leaving your plumbing somewhere. The next step is figuring out whether it's inside or outside the house. Close the main shutoff valve where the line enters your home, make sure any irrigation system is off too, and watch the meter again. The Saving Water Partnership, a group of Seattle-area water utilities, explains the result: if the dial stopped moving, your leak is inside the house. If it keeps moving, the leak is in the service line between the meter and your shutoff valve, which usually calls for a plumber.
Leaks like these are more common than most people assume. EPA estimates that the average household's leaks can account for more than 9,300 gallons of water wasted every year, and nine percent of homes have leaks that waste 50 gallons or more per day. Fixing easily corrected leaks can save homeowners about 10 percent on their water bills.
Check the Usual Suspects
Once you know water is going somewhere, work through the places it most often goes.
Toilets
Start here. Toilets account for nearly 30 percent of an average home's indoor water use, and a worn flapper can let water trickle into the bowl silently all day. You won't always hear it.
The dye test takes ten minutes. Put a few drops of food coloring in the tank, don't flush, and check the bowl after 10 minutes. If any color shows up, the tank is leaking into the bowl. Flush right after the test so the dye doesn't stain the tank. EPA notes that an old or worn flapper can silently leak thousands of gallons a year, and replacing one is a common do-it-yourself repair.
Faucets, Showerheads and Water Heaters
Dripping faucets and showerheads are easy to see. Less obvious are the connections you rarely look at: supply lines under sinks, the water heater's relief valve and drain, and the hose to your washing machine. Check for damp cabinet floors, water stains and mineral crust around fittings.
Irrigation and Outdoor Use
Outdoors is where the big seasonal swings come from. WaterSense data shows outdoor water use accounts for more than 30 percent of total household water use on average, and it can be as much as 60 percent in arid regions. As much as 50 percent of the water used outdoors is lost to wind, evaporation and runoff from inefficient irrigation.
If you have a sprinkler system, walk the zones while it runs. Look for broken heads, soggy spots that never dry, and water running onto the sidewalk. Then check the controller. A schedule that got reset after a power outage, or one that never switched off for the season, can add a lot of water before anyone notices.
Changes You Might Not Count
Houseguests, a new baby, filling a pool, pressure washing, or a teenager's longer showers all show up on the meter. It's worth thinking back over the billing period before you assume something's broken.
The Cause Most Checklists Miss: Equipment That Sends Water to the Drain
If you have a water softener or a reverse osmosis system, it uses some water to do its job. That's normal. The problem starts when the equipment runs more often than it needs to, or a valve that should close doesn't. Because that water flows out through a drain line, you'll rarely see it, and the meter test can miss it if the equipment happens to be idle while you're watching.

Water Softeners
A salt-based softener cleans its resin by flushing it with brine and rinsing it, and that water goes to the drain. EPA's WaterSense water softener fact sheet puts a typical unit at 20 to 70 gallons of water per regeneration cycle, and says some larger systems can use up to 200 gallons. How much a softener uses in total depends largely on how often it regenerates.
That's why the settings matter so much:
- Timer-based valves regenerate on a fixed schedule whether you used water or not. EPA notes that demand-initiated regeneration is more efficient than regenerating on a set schedule. If your household shrank or you travel often, a timer set for a busier home is washing resin that didn't need it.
- Metered, demand-initiated valves track the water you use and regenerate when the resin's capacity is used up. They work out that capacity from the hardness number programmed into them, so a setting well above your actual hardness makes the softener regenerate sooner than it needs to. If you don't know your hardness, test it and compare it to the setting.
- A valve that doesn't close is the expensive one. Outside a regeneration cycle, the drain line shouldn't be carrying water. If you can hear or see steady flow there hours after a cycle, the valve may be stuck, and every gallon passes through your meter. Some utilities, including the Town of Mount Airy, Maryland, list a softener that cycles continuously among the potential causes of a high bill. If you're shopping for a softener anyway, EPA suggests looking for models that use 4 gallons of water or less per 1,000 grains of hardness removed. Reverse Osmosis Systems
For a typical under-sink system that's working properly, the effect on your water bill is small. The bigger risk is one that never stops sending water to the drain. Every reverse osmosis system rinses the membrane with part of the incoming water, so some water always goes to the drain while it's making drinking water. How much varies a lot by design. EPA's WaterSense guide to selecting water treatment systems says a typical point-of-use RO system generates at least five gallons of water waste for every gallon of treated water, while WaterSense labeled models generate 2.3 gallons or less.

For an under-sink system that's working properly, the drain water only flows while the storage tank is filling. Once the tank is full, the automatic shut-off valve should stop production. If you hear a constant running or trickling sound from under the sink when nobody has used the RO faucet in hours, the shut-off valve may not be engaging, the check valve may be leaking backward, or the tank may have lost air pressure. A quick way to check: turn off the RO system's feed valve for a couple of hours and repeat the meter test. If the meter stops moving with the RO isolated, you've found your culprit.
When to Call the Utility or a Plumber
Some leaks you can't find on your own. Call a licensed plumber if:
- The meter keeps moving with your main shutoff closed, which points to the service line.
- The meter moves with everything off, but you can't find a wet spot, running toilet or active piece of equipment. A leak under a slab or inside a wall may leave no visible sign, and the bill can be the first clue.
- You hear running water with every fixture off, or you find a soggy patch in the yard that doesn't dry out between waterings.
Call your water utility if the usage on the bill doesn't match what your own meter reading shows, or if the bill was estimated. Ask whether they can re-read the meter, and whether they offer any bill adjustment after a leak is repaired. Keep the photos and receipts from your fix either way.
Keep Your Treatment Equipment From Becoming the Problem
Water treatment should protect your home, not quietly run up the bill. A few habits keep it that way:
- Recheck your softener's hardness setting and schedule whenever your water source, household size or routine changes, and listen at its drain line now and then.
- Stay on top of RO filter and membrane changes. An aging membrane passes water less freely and sends more to the drain.
